The hobbyking blue series 12 amp and mystery 12 amp esc's both work well with the hk 2403.. you can remove the heat shrink and heat sink to save a little weight and still pull 10 amps without heat issues or leave them on and pull 12 amps plus without issues.
It should work but maybe your ESC is a monday-piece. I've that motor too and It needs bigger prop or more power than in specs.
The best ESC for that kind of motors in HK is Turnigy Plush 6. The BEST one.
If you have an extra known good ESC hook the motor up to that and see if it works properly with that ESC. You'll then know if it is a bad motor or a bad ESC. you might also check to see if there is ANYTHING obstructing the rotation of the motor as well. i.e. fragments between the magnets. I had this happen with an E-flite park 250 and it wouldn't turn took it apart and there was a fragment of something stuck to the magnet and it wouldn't allow it to turn
With the magnets this far from the axis this motor should have a lot of torque, which leads me to believe that a lower Kv-version might be better to fully realize the potential of this interesting design. So, fatten up those wires and give it a couple of turns less.
Dear MoNSteR, this is not a very helpful since your comment is utterly unspecific. I may be amiss, but generally know my stuff. I want the smallest possible motor to turn the largest possible prop for max thrust in some applications, and this design would imho work better at lower Kv for that. Prove me wrong with arguments, please, or don't confuse others.
Looks like the same motor as in the Galaxy F3P plane, will it be efficient? looks like a neu like motors for competitions.
16 gr is a great weight!
the weight is probably without those gold connectors and if its with then - very neat weight perfect for F3P.
Prop saver Hub is to big for GWS propeller you sell 1000's of GWS props y make a motor they don't fit there is plenty of room on the hub for a step for gws props. That said it's a nice motor well made and a great price
j'ai le moteur, mais j'ai pas encore pu tester, parce que le diametre du support du propsaver mesure 7mm !!! Les hlices gws ne vont pas dessus !!! Du coup, j'sais pas trop ce que je vais en faire ...

I like this motor but do not use 8 inch prop because the motor will get very hot and make bad odors at high speed sustained runs. Use a 7x4 prop and you will get egg in your beer ! Strong, light well built happy motor will make your dreams come true ! Use 2s lipo (350 to 800mah) battery with a TowerPro 12 amp esc (read and follow instructions on this unit) and a 7x4 prop. Great value for your money !!!!
