Batteries arrive too low to charge

Ordered two batteries. Both arrived with insufficient charge to work with my charger. Luckily a nearby store had a charger that could force a charge and they are now usable but don't know for how long.

Good butt not the greatest.

I have had heck and all job keeping this thing balanced. One cell seems to pull the pack down. Balance charged from new. I will now try a couple of charge discharge cycles to see if that helps.
