Bought 2 of these. One arrived dead, at 13,2v

I received a dead lipo battery at 13.2 volt. The battery is a Zippy Compact 4 cell 14.8V 1400 65c 20.72Wh. When I received the battery I tested it on my CellMeter and the battery voltage was 13.2v, Then i promptly went over to my professional Skyrc e680 charger, and promptly tried to charge it on Lipo balance charge, but the charger read. LOW VOLTAGE!.
